Cambodia is preparing a master development plan aimed at transforming the Sihanoukville Autonomous Port (PAS) into a regional port and logistics hub, part of the government’s broader strategy to enhance connectivity and economic competitiveness in the region. The plan involves collaboration with international partners to conduct detailed feasibility studies and technical assessments to upgrade port facilities and services.

Officials from the Ministry of Public Works and Transport, in coordination with the Japan International Cooperation Agency (JICA), have been conducting joint meetings and consultations to advance the project’s development. The goal is to build a comprehensive roadmap that will strengthen the port’s capacity, attract investment, boost cargo throughput, and position Cambodia as a key maritime logistics link in Southeast Asia.

Under the plan, Cambodia aims to expand the operational capacity of the Sihanoukville port by enhancing infrastructure, deepening berths to handle larger vessels, and integrating multimodal transport links — including road and rail networks — to support more efficient movement of goods. Doing so is expected to reduce logistics costs, support export-oriented industries, and stimulate regional trade and economic growth.

The master plan work is part of Cambodia’s long-term development vision of transforming its coastal infrastructure and maritime assets into a competitive gateway for international trade while increasing employment opportunities and regional economic integration.
